First: check whether you need a visa at all
Singapore gives visa-free short-term entry to a large majority of nationalities. Before assuming you need to deal with any of this, check the current ICA visa requirements list for your specific passport — most travelers reading this guide won't need a visa for Singapore at all.
If you do need one: why "direct apply" doesn't quite work here
For the nationalities that do require a visa (which has historically included several Commonwealth of Independent States countries, China, India, Myanmar and holders of Hong Kong Documents of Identity), the main online channel — ICA's SAVE system (Submission of Application for Visa Electronically) — is built around a local contact: a Singapore citizen, Singapore Permanent Resident, or a representative of a Singapore-registered corporation, who must hold a SingPass account to submit the application electronically on your behalf. You fill in and sign Form 14A yourself, but you generally can't push it through SAVE without that local contact — or, alternatively, an authorised visa agent in Singapore who submits it for you.

- Identify a Singapore-based local contact (friend, family member, business partner) who is a citizen, PR, or corporate representative with an active SingPass account, or
- Use a Singapore-registered "strategic partner" / authorised visa agent, who submits applications professionally through SAVE, or
- Check whether your nearest Singapore overseas mission accepts direct submission by mail or in person instead

- Form 14A, completed and signed by you
- Recent passport-sized color photograph, taken within the last 3 months, per ICA's photo guidelines
- Photocopy of your passport's bio-data page, valid at least 6 months from your entry date
- Form V39A (Letter of Introduction for Visa Application), if requested on a case-by-case basis

Can I just create a SingPass account myself as a foreigner?
No — SingPass is issued to Singapore citizens, Permanent Residents and eligible pass holders, not to foreign visitors applying from abroad.
Is a visa the same as an immigration pass?
No. A Singapore visa is only pre-entry permission to travel to and seek entry into Singapore — the actual duration and terms of your stay are decided by ICA officers at the checkpoint, even with a valid visa.
Where do I check if my mission allows in-person or mail applications?
Check the Ministry of Foreign Affairs (mfa.gov.sg) page for your nearest Singapore overseas mission — practices differ by location.
